http://hamradiocruises.com/home Hams, some companies say they are kosher and for others they're trief (Yiddish for not kosher). At least I have a memo with Holland's America ham radio policy in hand and I will secure the Captain's permission before operating. I found a few items missing in the webpage mentioned by Drew. a. no mention of requesting/receiving the ship's Captain permission to operate, as we all should. b. That ship is of Panamanian registry and to operate you need an IARP license.
