Granted the captain always has the final say about a device onboard his or her plane, but Delta's official policy as stated on their website is that a GPS receiver may be used onboard the aircraft while the aircraft is at the gate, after it has achieved cruising altitude and before it begins final approach, and while taxiing on the ground to its gate.
