Why is authorization even necessary? These are position reports
only, after all. They never need to be gated to RF, they won't carry
objects, or SMS messages, or any other of the myriad of APRS
'enhancements' that delight and confound us all.
Of course, it'll only be a matter of time before someone decides
to DoS the system with a flood of random packets...
