[aprssig] Sat Panel version 2

I have for some time wanted to make an indicator panel style of display to
tell me what the status of several satellites was.

I have now completed this task. A perl script watches over the world wide
satellite data and sets some flags in mysql.

A cgi web page then displays the status.
