I recommend you check out the various D-STAR centric lists that discuss these types of questions in detail as this topic is not APRS related.  I recommend lists such as the Icom forums (www.icomamerica.com) and the dstar_digital group on Yahoo groups.  You can also check out the D-STAR RF specification which can be downloaded from the ARRL.
