The AMBE vocoder is extremely advanced and there is absolutely no comparable open source alternatives, and it is likely that there never will be. You don't actually license the CODEC. You simply purchase the AMBE chip and you are welcome to do with it as you please. This should cost thousands. Perhaps $20.
