Depending upon where you pick off the audio for your RX Data, you may or maynot decode packet data due to the digipeater NOT sending a 100Hz PL tone....(They aren't supposed to! The Voice Alert is for mobiles or occupied home stations to alert other users that there is a live human at the other end.)

You want ENCODE only, not decode! If you go to APRS.FI or FindU.com, you will probably see valid data. But locally on the RF side you will see nothing until you turn off the PL DECODE.
