I don't know if anything has changed, but the DNS for usna.navy.mil
used to be really screwy. Bob has been trying to get people to go to
www.ew.usna.edu/~bruninga/aprs.html for some time.

I can get to both of the above URLs. For "local info" try the 
following: www.ew.usna.edu/~bruninga/localinfo.html

There used to be a mirror at http://wa8lmf.net/bruninga/index.htm
but I get a 404 error there now.
