[aprssig] NWS Ridge imagery

The NWS has provided a great set of various ways to view the NWS ridge images, 
including their support for Google Earth KML files.  Sometime back, I wrote a 
simple application to view the Ridge images in a simple Java application using 
tabbed panes so that I could easily flip through the sites surrounding me.  I've 
put this application up at http://nwsridge.dev.java.net to let others use it if 
needed.
