Yes Jan, this is the APRSSIG based in the USA so it is probably the
appropriate place to reach those operators.

I don't know about you but even though I love the APRSSIG but I would NOT
call this "public media", it's not like
we are posting video documentaries on You Tube :-)

Well, probably a lot of those in that limited part of the world where
the USA is located.

To the matter itself:
IMHO, it's better not to post lots of messages and make a lot of
publicity. Report to the authorities which are there to handle it;
don't make a big publicity to public media (e.g. an email list like
this)
