[aprssig] GPS with open API

I'd never heard of this GPS until I saw the news they had opened their
API for 3rd party development. With built-in GPRS cell service (US$10
to $13 a month) this one seems ripe for an APRS application.

I've been thinking it would be nice to have an open source GPS.  This
isn't open source, but it's a step in the right direction, anyway.
