[aprssig] TH2THAPR-1 Server keeps sending messages?

I have never seen this before in all the years I have been connecting the
APRS-IS servers.

This weekend I looked at my UI-View screen and it was full of messages from
the TH2THAPR-1 server welcoming me to the CAT tower APRS-IS server I belive.
Is this normal ? Did they just set up a Tier 2 server and enabled some
feature to send out a message every time someone connects ? Considering I am
using the rotate aprs server I guess it could be connecting there but it
seems un-necessary to be sending out that message each and every time it
rotates over there.

I have not changed anything on my PC in months, it just sits there running
UI-View with my weather station and using UI-View's simple web server to
show me my Weather Display HTML files.
