The problem is that there is no infrastructure to
support native 2.4 GHz Amateur operation.  There is a
ton of infrastructure to support 144.39 MHz operation.
 What is needed is a well designed 2.4<->144 bridge.

That would make for a very interesting product, with
very interesting implications (even beyond APRS) to
the Amateur community.
