[aprssig] What's going on here with the TAPR remailer

The server was changed about a week ago.   Even with a some TTL tuning
prior to the change, the DNS servers hung on to the old servers  IP
address longer then they should have.  Thus some lookups were
returning the old address which was no longer valid.

Personally it was a frequent pain last weekend but I haven't seen it
at all for the past few days.
