[aprssig] 144.39 in and around Baltimore

I was in Baltimore today for a seminar and noticed a constant signal on 144.39.

My route was from the west on I70 E, to I695 S, to I95 N, to I395, and
returning the same way.  The signal appeared on my route somewhere
around the I70/US29 interchange, and was essentially constant for the
rest of my trip into town, and out of town, until I got roughly to the
I70/US29 interchange again.
