That's an OK link, which I probably would need to know about if I
should travel to USA and operate an amateur radio station there.

Trouble is that many in their postings are writing that they refer to
some rule, but not saying that the rule goes for radio amateurs
operating in e.g. USA. They probably think that every other list
member is living and operating in the same country as themselves, or
are forgetting that the rules and regulations for their particular
country are known by all amateurs world-wide.
