[aprssig] Universal APRS messaging

Apparently I was wrong in my decision to withhold features based on  
the fact that they may be abused. I got a number of emails privately,  
all agreed with the sentiment on the SIG that it is not my place.

Here is the previously unreleased cgi to send messages. This should  
make it much easier for everyone to support sending messages from any  
device.
