Packet format is :EMAIL....:ADDRESS at XXX.XXX info...

Where the forst colon signals this as an APRS message, then the
.... Are actually spaces to pad the EMAIL out to the full 9 byte
field, then the colon separator and then the actualy email
address followed by any info...
