[aprssig] Upgrade: Tickets CAD Version 2.8 a Beta is Available

Folks, a newer version is now available, along with revised instructions 
re installation.

This release fixes a PHP-version dependency that several of you 
encountered; the new INSTALL.txt instructions file is somewhat clearer, 
with an example url.

for these jewels!  (And join up, if you haven't already done so.)

(If you have a functioning installation of Tickets 2.8 then there's no 
real need to bother.)
