[aprssig] OT timing

This question is basically for Scott since it is an OT related question. Say 
we have a number of OT trackers and all are set to beacon at the same 
interval, say 2 minutes. Each was set up independent of each other. Will each 
unit base its time interval on the same clock? In other words will they all 
try to beacon the same time, every 2 minutes. If this is the case then the 
offset should take care of this problem...right? We've had some issues with 
multiple trackers and are working to resolve the problem.
