I tend to lean towards Fixed home stations using the path of
WIDE2-2.  They only TX at a 30 minute rate which is extremly
small load on the network when no one is home.    If the
softtware implemented the human-activity-bit, then they will TX
at a 10 minute rate while a human operator is present.

APRS is about tactical situational awareness.  We want to know
when human communicators are present.
