In the process of generating a table of SETPOWER values, I got a lockup 
myself.  I made a couple of tweaks and it hasn't happened since, but 
I'll keep testing.  I think the important thing is to make sure the PA 
has completely shut down before writing anything to flash memory and 
risking corruption from big power transients.

The SETPOWER setting is saved in the radio, so the default is whatever 
it was factory tuned to for 5 watts.  Depending on the voltage, 5 watts 
should be around 42 to 44.
