   Instead of filtering by prefix, you might want to set APRS-IS filters by 
coordinates / area (see http://www.aprs-is.net/javAPRSFilter.aspx - Area 
Filter).

   It might be close to impossible to get everyone using proper callsigns 
as the source (from) callsign, as using tactical callsigns is pretty 
common. You'll want to keep in mind that anyone on the Internet can inject 
any traffic on the APRS-IS, there is, in practice, no guarantee that the 
packets on the APRS-IS are originated by licensed amateurs.
