It seems a matter of semantics.  I don't think they are defining it as a 
cellular telephone.  Rather, as an "/Electronic Device" instead.  I think 
they were simply suggesting text for more broad distracted driving statutes, 
possibly based on existing statute text, while specifically excluding your 
ham rig.  Even so, it really should be simple enough to just codify 
distracted driving without making a list of offending devices.  Though, in 
these times of jurist imprudence, simple remedies are not often made.

So much then for using "Street Atlas" or "Streets and Trips" on your laptop 
with a USB or serial GPS to navigate around.  And lots of businesses use 
mobile laptops in the course of routine business (including the police.) 
And what about those electronic meter readers driving around with those big 
clunky handheld devices?  I wonder what the accident rate is on them?
