[aprssig] generate APRS object on IRLP Node

I just uploaded a script to the IRLP Yahoo files area that will generate
an APRS object. The script runs on the IRLP node itself and sends the
object to the APRS-IS. It could be called by DTMF but will more likely
be added to custom.crons to generate an object for regular events like a
club meeting. If you don't run your own IGate, get your local IGate
operator to gate it out onto RF for mobile users.
