The only way to combat this is forcing them to "badge-out" as they leave the building.  Depending on how the door system works, they may already have to do this.

As is almost always the case with RFID applications, it's easy to know 
when someone/thing arrives at a location.  The bigger (and harder to 
answer) question is when did that someone/thing LEAVE a location?  Is 
it/him/her still there 5 hours later?  10 hours?  Imagine the stack at 
the EOC if you look at the last known coordinates of emergency personnel 
one week after an all-hands meeting...
