Yes, but the APRS-IS system is a well established internetwork/gateway
for APRS to internet; it makes sense to look at interfacing a
potential new internet-related communication tool (e.g. email) by
interfacing with APRS-IS, instead of trying to build a completely
separate system, with huge amounts of redundant functionality, to
interface email to APRS.
