[aprssig] Pulse Position Modulation

I was looking at that for sending positions from balloons with a xenon 
strobe.  It works well for pulsed modes with a high peak power to 
average power ratio.  It's not too complicated, and it's easy to 
implement on MCUs with hardware counter/timers.

I can't see it being too useful at VHF or UHF, though.
