[aprssig] Weather Station Path/Rate Recommendations

30 minutes is too slow for most situations. It is fine for hurricane  
tracking, but for other types of weather (thunderstorm prone areas,  
frontal observations, etc) rates of five minutes are desired by many  
forecasters. Bob recommends 10 minutes, and that is OK as as a  
generality, but like so many things in APRS, one number will not fit  
all applications. In an area with a high concern for weather and with  
low channel loading, 5 minutes would be very appropriate.

At present, MADIS ingests weather data every 15 minutes, but work is  
in progress to increase it to every five minutes, both to decrease the  
latency and to increase the number of data points.
