A single bit only would have any value if all "smart" stations had the same parameters in regards to baseline rate, faster rate, and thresholds for switching between the two. If you allow any user configuration of this, then you would to report these in a beacon as well. If you meet this requirement, so that a viewing meteorologist knows the changes which cause a rate change, then you eliminate option 1. Options 2 through 4 are still valid explanations for a stations which hasn't reported.
