Even if every client program implemented this, it would not meet the  
needs for some services that have come to depend on APRS. Fortunately,  
AFAIK, no one else implemented this.

If the user of the data has perfect knowledge of the algorithm and  
settings for each user, and the transport was guaranteed, then this  
would work. For real-life situations, and for automated system like  
computer weather forecasting models, the absence of data cannot serve  
the same purpose as the transmission of that data.
