You gotta admit though in re your statement:
"APRS was ever intended to be a "tracking" system. "

that calling it the

Automatic Position Reporting System

wasn't the best long term strategic move, then..
You didn't call it "Amateur Short Digital Message System" or "Amateur 
Tactical Message System" or whatever else might have been an idea...

You can't blame folks for thinking that the primary goal of a "position 
reporting" system is, um, reporting positions, i.e. tracking...

The subtle details of position as part of an overall tactical 
notification containing "activity status, availability, and approximate 
position".

Curse those cheap GPS units that made precise position determination 
easy and cheap.
