Object name is all. It shows on the map, and shows in the list
of station/objects making it easy to find and see.

The convention is that the source of the data is the AX.25
Source callsign. APRS then uses that knowledge to attribute the
source (which is necessary to have a deterministic network).

I suggest:
HEADER: KJ4ERJ>APELNK:
POSIT: ;EL-255256*211554z5125.53NE00604.37E0
COMMENT: PHGxxxx438.700MHz T000 off DB0UD-R

This displays on a Kenwood as:

EL-123456
438.700MHz
Tnnn Off <== [Off ] is a 4 byte field,
DB0UD-R

Has everything the mobiile operator needs to use the node. On
additional screens of the Radio, you also see the range and
bearing, the antenna height and gain, and the source of the data
KJ4ERJ

Though, if a system goes off line, then does that mean it is not
available to use? Or does tha mean it is available for use by
the next user?

Yes, we only want the above fields only. Though additional info
can be transmitted AFTER the above fields, but it will not show
on most mobiles.

If needed we could ask Echoink to pre-format the data, but that
might take years and years to propogate, so I would not think
that is the way to go...
