[aprssig] Mobile Digi (TEMPn-N)

I've read one good idea from a kayaker.  Set his D700 mobile in his SUV 
as a WIDE1-1 digi to boost his micro-powered tracker off of his kayak 
and into the network.  But that could also be accomplished with a 
"special" digi callsign (like TEMP1-1) used on both the tracker and the 
D700.
