[aprssig] APRS in Garmin

The automotive division hasn't quite caught on yet (I think they're 
making progress) but the outdoor division has been great.

Supporting the Garmin binary mode took weeks of coding and testing 
different models on my end.  Adding support for the new $PGRMW sentence 
to the T2 to accomplish the same thing took literally minutes.  It's a 
much, much simpler interface.  Maybe Kenwood will see fit to add it in 
the next D710 firmware update if they're not absolutely tied to AvMap.
