The person generating it should send it at a reasonable rate because it would go out at the same rate from the IGate. However, another station can take over ownership of an object. In that case, the callsign would change to that of the person that took it over. Of course, there's nothing to stop the original owner from continuing to beacon the object, in effect taking over ownership again.
