[aprssig] MS Streets and Trips/WinAPRS

I don't know about WinAPRS but I know you can get MS MapPoint to work with
APRS using APRSPoint.  I believe the website is www.aprspoint.com.

MapPoint is the equivalent of MS Streets and Trips but has an API for third
party software to utilize which allows APRSPoint to work.
