[aprssig] APRStt software?

If I remember the APRStt spec correctly, it actually requires a DB of 
callsign shortcuts that might be quite a challenge for the OT1+ to 
hold.  I haven't read the spec recently, but don't get your hopes up of 
doing the whole thing inside a constrained device.
