On the other hand,  this is about RF..   We NEED a mechanism where a
local APRS-IS user can force an object or bulletin out to RF in a
given area...    Several times I've had "important" information
(earthquakes, fires, etc...  no kidding...), this barrier prevented me
from contributing..
