[aprssig] Tier 2 Routing Question

Can someone explain some APRS-IS routing issues that I see going on as I 
type?

There's a station, K2ENG-12 running my APRSISCE client for Windows 
mobile.  It is connected to T2BELGIUM according to the qAC in his raw 
packets at aprs.fi.

T2BELGIUM's status page http://belgium.aprs2.net:14501/ doesn't show him 
connected there, but when I connect to that server's 14580 port and 
filter on u/APWM*, I get the following packets.

However, when I connect to third.aprs.net with the same filter, I get 
nothing (third is where T2BELGIUM is connected).

Is there something amiss in the routing of the -IS from tier 2 to the 
core this morning?
