[aprssig] Balloon APRS Paths, Get with the PROGRM!

How about using proper paths for a balloon?
Why are ballonists using WIDE1-1,WIDE2-1?

Too bad they don't use RELAY, WIDE for a path, then the network might be spared! ATleast those won't get digipeated except for the few misfit digi's out there!
