[aprssig] Writing a server filter command

Not 100% reliable, but I have a "Flight" monitor that uses s/'O^/^  
(lower-S slash single-quote capital-O carat slash carat).  This look for 
balloons and large and small airplanes, but assumes that the stations 
are using the proper symbol.
