[aprssig] River Gauging APRS setup

Yea.  As I hit Send, I thought of adding that I realize that obviously it tweren't your Wal-Mart version.

tYes, it is, and the annual cost of the ‘service’ is fairly expensive, so I’m looking for that original APRS solution.
