[aprssig] "Best" packet decoder solution

We are using lots of domestic surplus MDR150 data radios for APRS. 
It has a DSP modem and ham firmware on a 68HC16.

Can't tell much about the modem except that it seems to be able to
decode packets from weak mobile stations quite well. The source code
can be found in the repository:
