When you have a group of well meaning Hams there are technical problems and people problems. In my part of the world the people problems are toughest. Hams, often for good reasons, are often really reluctant to spend much, if any money. The bottom line is with some cajoling you might be able to get a new volunteer to to buy an inexpensive KISS mode TNC to use with a radio they already have but the majority won't jump in head first with a special radio/display. I'd ideally like something that will use a notebook/netbook with a KISS mode TNC and an external radio. It sounds like the APRSISCE that Lynn mentioned may be a contender.
