I understand that there is an AX.25 limitation that restricts conventional APRS using 1200 bd AX.25 to SSID's of 0 to 15. Using the APRS over PSK-63 system in APRS Messenger there is no restriction and something like G4HYG-HF goes through the APRS-IS and can be viewed on aprs.fi and APRS clients OK. See: http://aprs.fi/info/?call=G4HYG-HF If SSID'd outside the 0 - 16 range were to be used regularly would this cause a problem?
