Having dealt with livestock, I'd be thinking of a receive capable
T2-301 and a power control circuit driving a shock collar. :)

Seriously, take a look at the Garmin Astro, which is designed for
tracking hunting dogs.  The animal mounted unit would already be
environmentally hardened for the task.
