[aprssig] VX-8R ISS decode

  Just before 8p central, or about 00:53Z I stepped outside with a VX-8R

145.825, rubber duck

Too many clouds to visibly see it streak across the sky. Heard 3 
packets, on both the HT and my nearby non-tnc IC-208H on a 5db gain 
antenna on the car roof.

An "Other" packet, no posit
