[aprssig] KPC3+ KISS mode delays...

As was recently discussed, when the KPC3+ runs in KISS mode for an
extended period of time, it eventually introduces delays in spitting data out
to whatever is running the IGate. For anyone running UI-View as an IGate,
it's easy to automate restarting the TNC with the Schedule Editor. Just set
it to restart the program at some early morning hour... e.g. 3 am when there
aren't too many mobile stations around.
