All, I wonder whether you've given consideration to using Tickets, our free Open Source CAD package, in preparing for such situations. It's been deployed by a good number of ARES/RACES teams, particularly for use in coordinating special events, and more than one team has kicked it into gear when they were activated. We recently released a version that includes a 'no-internet' option, clearly applicable when the balloon is up. Tickets accommodates APRS as well as several other GPS-based tracking systems for position data. This isn't the place for details, but there's information and free hosting now available for public service agencies/teams (as well as the ultimate in rapid deployment, a configuration operating off a thumb drive) at www.ticketscad.org.
